“Players can then send Plot Points in order to change their pool in a number of ways and roll the dice, setting aside ‘opportunities’ (any dice that come up as 1’s). Out of the remaining dice, they add two dice together to generate a total and pick one die as their effect die. The Watcher usually rolls the dice out of his doom pool – which is similar to the players’ dice pools, but works slightly differently. Since this game is so much about populating the pools for both players and watchers…..you will need either glass beads or pocker chips to represent Plot point (players)/ Doom pool (the GM “Watcher” plot points). These pools BALANCE the game so that the GM is not as powerful and assists in balancing out the game.

Some useful items for this game would be a bag of dice and poker chips for the plot/doom pools.

    “The premise of Civil War involves the introduction of a Superhuman Registration Act in the United States. Similar acts have been used as literary devices in Uncanny X-Men, DC: The New Frontier, Powers, and Astro City, though never on a scale such as this; permanently altering an entire pantheon of established pop culture icons. Mark Millar, writer for the story, has said:
    “ I opted instead for making the superhero dilemma something a little different. People thought they were dangerous, but they did not want a ban. What they wanted was superheroes paid by the federal government like cops and open to the same kind of scrutiny.
